Description:
At 604 PM EDT, local law enforcement reported heavy rain 5 miles
southeast of Oil City, moving east at 5 mph. Between 0.5 and 1 inch
of rain has fallen. Additional rainfall amounts of 0.5 to 2 inches
are possible in the warned area. Flash flooding is already occurring.
HAZARD...Flash flooding caused by heavy rain.
SOURCE...Law enforcement reported.
IMPACT...Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

Oil City, Franklin, Sugarcreek, Hasson Heights, Stoneboro, Seneca,
Polk, Sandy Lake, Rouseville, Kennerdell, Woodland Heights, Utica,
New Lebanon, Cranberry Township and Maurice K Goddard State Park.
Instruction:
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
