* WHAT...Flash flooding caused by excessive rainfall continues to be possible. * WHERE...A portion of central New York, including the following areas, Cortland, Madison, Northern Oneida, Onondaga, Schuyler, Seneca, Southern Cayuga, Southern Oneida, Steuben, Tompkins and Yates. * WHEN...Until 8 AM EDT this morning. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas. * ADDITIONAL DETAILS... - Periods of moderate rainfall continues to fall over the northern Finger Lakes region and western Mohawk Valley after 1-3 inches of rain has fallen in the past 12 hours.
