* WHAT...North winds 15 to 30 mph with gusts up to 45 to 55 mph
expected. Strongest winds along and west of I-5.
* WHERE...Carquinez Strait, Delta and Sacramento Valley.
* WHEN...Until 8 PM PDT Monday.
* IMPACTS...Gusty winds will blow around unsecured objects. Tree
limbs could be blown down and a few power outages may result.
